Summary

The December 1984 Beaver Beacon published a fact sheet for a proposed $245,000 addition to the Beaver Island Community School, financed by a bond issue put to a special election on 17 December 1984. The School Board’s January 1985 resolution to authorize the bonds and its March 1985 award of the bond sale indicate the measure passed, though no election tally was located.

History

The fact sheet described a 44-by-88-foot addition connected to the existing school by an enclosed passageway, containing a 2,171-square-foot multipurpose room, a meeting and conference room, and boys’ and girls’ restrooms on the first floor, with a mechanical room and storage on the second. It set the project cost at $245,000, to be repaid over seven years at roughly 2.2 mills annually (about $44 a year in additional tax for a home with a $20,000 state equalized value), and listed proposed uses including additional classroom and storage space, physical education and music classes, adult education, enrichment programs, graduation exercises, school plays, extracurricular activities, and school board meetings.

At its January 1985 meeting, the Board passed a resolution authorizing negotiable bonds of $245,000 “for the purpose of erecting, furnishing, and equipping an addition to the school,” and, separately, a resolution seeking exemption from prior state approval and filing a notice of intent to issue the obligation. By April 1985, the Board had corrected an authorization resolution for a printing error and passed a resolution to award the sale of the bonds on 25 March 1985 at the Charlevoix-Emmet Intermediate School District office and the Michigan Municipal Advisory Council. The same April report noted that the school’s Busing Committee had estimated an annual busing cost of $21,771 and that the Board voted to seek 1.5 mills for fifteen years at the June 1985 election to cover it, and that the existing tennis courts would be eliminated to make way for the new construction.

Evidence limits

The fact sheet records a proposal and its projected tax impact; the January and March 1985 board minutes record bond authorization and sale steps that presuppose the December bond measure passed, but no source consulted states the election result directly, and none confirms that the addition was built.
