Summary
On April 1, 2004, PABI presented a modified Community House plan to the St. James Planning Commission. The plan enlarged the theater, added functional spaces, and replaced five on-site parking spaces with seven additional off-site spaces near the Christian Church.
Decision
The article says public support persuaded the Planning Commission to approve the modification; the next step was to seek construction bids. Don Tritsch voluntarily abstained after the vote was already decisive.
Evidence limits
Approval of a plan is not evidence that the building was subsequently constructed as described.
