Summary

In August 2020, St. James Township reported progress at the donated Municipal Marina North, including raised docks, rebuilt ramps, repaired waterlines, and pole-barn work. It also described planned fuel-pier, launch, electrical, public- space, and parking improvements, including emergency funding for the south marina’s high-water-damaged electrical system.

The same release said the DNR Recreation Passport campground project was delayed while its bid packet awaited state approval. Planned work included a bathhouse, sewer and water systems, new campsites, paths, parking, and ADA access.

Evidence limits

This is a direct township progress report. It does not independently establish construction completion, final costs, grant disbursement, or engineering acceptance.

  1. A prospective seasonal boater said a private marina had directed her to the township after its sale, and a reply directed her to the Chamber of Commerce. The thread also shows that the new marina/Foundation arrangement was known to prospective users, but it does not establish slip availability, policy, or a completed lease.

  2. The township announced a February 5 informational session after receiving the Municipal Marina North in October 2019. It described completed and proposed work, JA Woollam Foundation funding, possible grant applications, public comment, and a planned livestream. This establishes the planning session and reported agenda, not the subsequent work or funding outcome.

  3. The township memo set June 10 as the planned opening for the south dock and June 29 for Municipal Marina North, described COVID-era staffing and social-distancing restrictions, prorated seasonal fees, and the process for seasonal-slip applications. It is a direct operating notice, not proof that every opening, service, or rate was implemented exactly as planned.

  4. A local participant described both island campgrounds as rustic, placed the St. James Township Campground near town and the Bill Wagner Memorial Campground on the east side, and offered a contemporaneous cell-coverage comparison. This supplements the township record with community context but is not an official campground inventory or occupancy report.

  5. The township reported that the donated Municipal Marina North had received raised docks, rebuilt access ramps, repaired dock waterlines, and pole-barn steel replacement; it listed planned fuel-pier, fuel-system, launch-safety, public-space, and parking work. It also reported high water damage to the south-marina electrical system and emergency Waterways Commission funding for an above-dock rebuild. The release said the campground’s DNR grant bid packet was awaiting state approval, with site work and bathhouse, sewer, water, ADA, and path work planned for late 2020–2021. This is a direct township progress report, not an engineering inspection or completion certificate.
