Summary
Beginning in November 2013, the Charlevoix County Commission on Aging used the Beaver Island Forum to circulate an AARP call for opposition to Michigan Senate Bill 636, which participants understood as weakening protections around traditional landline service. Residents reported contacting Senator Howard Walker. His reproduced replies first stated opposition to the bill as drafted; in December he said he supported a revised version after additional protections were incorporated.
Evidence limits
This record documents local advocacy and the senator’s correspondence as reproduced on the forum. It does not establish the final enacted text, the bill’s effective date, or whether the claimed protections guaranteed service to every Beaver Island location.

- The Charlevoix County Commission on Aging posted an AARP call to oppose the bill; subsequent posts document residents contacting Senator Howard Walker and reproduce two responses from him. Walker first said he opposed the bill in its then-current form, then said he supported a revised version after an amendment failed and other changes were incorporated. The forum preserves the correspondence as posted but does not establish the final statutory text or legal effect.forum · www.beaverislandforum.com · 06 · t006922
