Summary
The October 1984 Beaver Beacon published an “URGENT” notice urging island residents and organizations to campaign for a replacement Department of Natural Resources representative after the retirement of Bill Wagner, the island’s DNR employee, whose duties and equipment had already been withdrawn with no announced successor. The campaign ran into January 1985 with a legislative meeting in Lansing that produced continued advocacy but no appointment.
History
The October notice, repeated verbatim in November, listed the areas left unstaffed by Wagner’s departure: administering state timber sales, campground maintenance, fish and game regulation and poaching control, assisting the U.S. Coast Guard, fire prevention, tourist information, and wood permits. It noted the position’s scope also covered the state-owned surrounding islands, and reported that St. James and Peaine Townships, the Beaver Island Civic Association, and the Beaver Island Boat Company had placed the issue on their meeting agendas, that the Game Club and Volunteer Fire Department backed the effort, and that petitions were circulating for residents’ and businesses’ signatures. Readers were asked, before 30 October, to write and telephone a listed set of state officials: DNR Chief of Forest Management Henry Webster, Assistant Chief Mike Moore, regional officer John McGregor, DNR Director Richard Skoog, state Senator Mitch Irwin, state Representative Ralph Ostling, and U.S. Representative Bob Davis. They were also asked to send copies of their letters to Michigan newspapers, with the campaign urged to repeat monthly.
At the Game Club’s annual Hunter’s Dinner on 17 November, the Beacon reported that twelve islanders had met seven days earlier with DNR Deputy Director Jim Cleary and Senator Irwin. Irwin backed replacing the island’s DNR officer and had written to Director Skoog, Representative Ostling, and Governor Blanchard on the islanders’ behalf; the meeting also raised a shared-cost arrangement under which St. James and Peaine Townships would control hiring, duties, and benefits for the position.
By January 1985, Wagner himself, reporting to the Peaine Township board, described a further meeting in Lansing with Senator Irwin and DNR Assistant Director Cleary. He told the board “nothing was really accomplished other than getting Mitch Irwin working on the situation,” and noted that Governor Blanchard had been cutting state spending generally.
Aftermath, 1985–1987
St. James Township Board minutes reprinted in the Beacon show the campaign’s issue remaining open for years after the January 1985 Lansing meeting. By December 1985 the board recorded plainly that “we no longer have a DNR officer on the Island,” and turned to the separate question of whether the DNR’s now-vacant island building should pass to the townships, the county, or both. Through 1986 the board repeatedly discussed combining the sought DNR position with a Sheriff’s Deputy post rather than restoring a dedicated DNR representative — in September 1986 noting that the DNR’s own Regional Director opposed a combined position — and in November 1986 Charlevoix County Sheriff George Lasater selected Allen Muma as the island’s Deputy, due to arrive in early December. That filled the law-enforcement need with a county deputy, not the state DNR officer the 1984 campaign had sought; the same November 1986 minutes record a letter from DNR District Manager John McGregor on possible funding for “a part-time DNR officer” as “encouraging but made no promises.”
By March 1987 the board was still discussing “having a full time deputy on the Island” and adopted a resolution stating that islanders “continue to think it is desirable and necessary that there be a full time law enforcement officer on the island.” Letters advocating a part-time DNR officer continued at least into June 1987, nearly three years after the original October 1984 appeal. A July 1987 minutes entry records DNR officers Brad Wilkens and Warren Alward surveying archipelago shoreline wetlands as part of the DNR Shorelands Management Unit — visiting staff rather than a resident island officer, consistent with no dedicated DNR representative having been assigned to the island by that date.
Evidence limits
Eleven Beacon issues spanning October 1984 through July 1987 trace the campaign from its opening appeal through nearly three further years of unresolved advocacy. No source read for this article records a DNR representative ever being assigned to live and work on the island; the concrete outcome documented is the county’s November 1986 appointment of a Sheriff’s Deputy, a related but distinct position the township board had been discussing as a possible combined DNR-deputy role.
