Summary

Bernard W. “Bill” Wagner (6 March 1925 – 22 February 1986) was Beaver Island’s Michigan Department of Natural Resources fire officer from the mid-1960s until his 1984 retirement, and the Beaver Beacon’s monthly weather reporter for at least fifteen years. He led the island’s volunteer firefighters at incidents including a 1976 workshop fire, chaired the Saint James Township zoning board in 1974, and did wildlife and habitat work for the Beaver Island Game Club. A state-owned recreation site on the island, documented as “Bill Wagner Memorial Park” in 2006 and as “Bill Wagner Campground” in a 2019 DNR lease, carries his name.

History

Arrival and title (1964)

The Beacon’s May 1964 issue reports that Bill Wagner and his wife, Marge, were buying the Walter Lyons residence in Saint James and “will soon be settled down.”1 The same issue bylines that month’s weather report to “our new Fire Officer, Bill Wagner” and separately describes him, in a note on the Wagner and McDonough moves, as “the new Conservation Officer.”1 His 1986 obituary and a 2006 retrospective both instead date his Beaver Island DNR service “since 1965,” reckoning nineteen years back from his 1984 retirement.23 The two accounts disagree on the year by one; this article follows the 1964 issue for his arrival because it is contemporary, and notes the discrepancy rather than resolving it.

Weather reporting

From at least April 1964 through 1979, Wagner supplied the Beacon’s monthly weather column — daily and monthly high, low and average temperatures, snowfall and precipitation — under the byline “Fire Officer Bill Wagner.”145678910111213141516 On June 1, 1979, Tom Townsend, a National Weather Service substation network specialist, presented Wagner a letter and emblem marking his completion of fifteen years as a Cooperative Weather Observer, signed by C. R. Snider, meteorologist in charge of the Weather Service forecast office; the letter credited him with contributing to the community’s climatological record.17

Fire officer and conservation work

On April 11, 1971, Wagner and “Bud” McDonough led a fire-equipment demonstration at the Beaver Islander dock, teaching high-school boys to operate the engine pumper and adjustable nozzles and instructing them in the rescue breathing apparatus; Department of Natural Resources equipment was demonstrated alongside the fire department’s.4 On February 4, 1976, with the regular fire crew unavailable, Wagner led a group of high-school boys in fighting a fire caused by an overheated stove at Robert Gillespie’s Beaver Gems workshop; the shop’s interior was scorched and smoke and water damaged the living quarters attached to it, but the building was saved.13

Wagner also did wildlife and habitat work reported in the Beacon’s “Game News” column. In March 1973 he built nesting platforms for geese and boxes for wood ducks at Greene’s Lake in an attempt to establish a native goose colony.5 In February 1974 he and Dick Burris cut about ten acres of poplar for deer and rabbit browse.6 The following month, he and Sheldon Parker used Bill Welke’s airplane to drop salt blocks on Garden Island (four) and Hog Island (one), and Wagner supervised a week of DNR-approved test netting through the harbor ice, carried out by Paul Kenwabikisse, which found the harbor’s summer perch absent in winter.7 At the Game Club’s annual banquet on November 17, 1976, Wagner showed a conservation film on land use, “Wooden Nickles,” following the club’s annual report.18

Township zoning and civic roles

A February 1974 public-hearing notice for the proposed Saint James and Peaine Township zoning ordinances directed written comment to “Bernard Wagner, Chairman, St. James Township Zoning Board.”6 His 1986 obituary separately lists him as a member of the “Peaine Twp. Board,” without a date; the two township affiliations are reported here as the sources give them, not reconciled.2 The Beacon also records Wagner as a square-dance caller — with Russ (or “Puss”) Green — at a revived Wednesday and Friday square-dance session and at the 1975 St. Patrick’s Day dance at Holy Cross Hall, and as a beaver trapper who, with his son Dennis, took five beaver in the 1975 season.19

Retirement and death

Wagner retired from the DNR in September 1984 after thirty-nine years of service, nineteen of them on Beaver Island.2 His last project, completed during declining health, was converting Lawrence McDonough’s barn into what his obituary calls the “Stoney Acre Grill” (a 2006 retrospective spells it “Stoney Acres Grill”).23 Bernard W. “Bill” Wagner was born March 6, 1925, in Missaukee County, Michigan, and served in the U.S. Air Force in Cuba during the Second World War.2 He married Marjorie M. Ensing on June 12, 1948, in Lake City.2 He died February 22, 1986, at the Little Traverse Division of Northern Michigan Hospitals in Petoskey, and was buried at Stittsville Cemetery, Missaukee County, following services at the Young Funeral Home in Lake City. He was survived by his wife, Marjorie; a son, Dennis B. Wagner of Charlevoix; and two daughters.2

Memorial

A recreation-facilities table published in the Beacon’s March 2006 issue lists “Bill Wagner Memorial Park” in Peaine Township as a 24.7-acre, state-owned site administered by the township, open to the public, with picnic sites, campsites, a children’s play area and swimming.3 A 2019–2048 lease between the Michigan Department of Natural Resources and Peaine Township separately names a “Bill Wagner Campground,” about three acres on the East Shore Road in Section 25/26, within the Beaver Island State Wildlife Research Area.20 Whether “Memorial Park” and “Campground” name the same site under two labels, or two distinct sites, is not established from the sources held here.

Significance

Wagner reported the Beacon’s monthly weather for at least fifteen years, making him the primary named source for the paper’s published Beaver Island climate record through most of the 1960s and 1970s, and he led the island’s volunteer fire response as its DNR-appointed fire officer for nineteen years. A state-owned recreation site on the island has carried his name since at least 2006.

Open questions

  • Whether Wagner arrived and began DNR fire-officer duties in 1964 (per the contemporary May 1964 Beacon) or 1965 (per the 1986 obituary’s retirement arithmetic and the 2006 retrospective) is unresolved.
  • Whether his St. James Township Zoning Board chairmanship (1974) and his Peaine Township Board membership (undated, per the 1986 obituary) were sequential, concurrent, or a reporting inconsistency is not established.
  • Whether “Bill Wagner Memorial Park” (2006 recreation table) and “Bill Wagner Campground” (2019 DNR–Peaine lease) name the same parcel is unresolved.
  • No source held here documents when or by whom the memorial site was named for him, or gives a date closer to 1986 that would tie the naming to his death.
