Summary

During early 2018, Beaver Island residents organized and debated a proposed consolidation of Peaine and St. James Townships. Forum threads document a campaign website, public-information efforts, and separate pro- and anti-consolidation discussions, including arguments about taxes, budgets, services, representation, and shared infrastructure.

The question went to the voters of both townships on 8 May 2018 and failed. The two townships answered it in opposite directions: Township of Saint James voted 131 to 52 in favour, while Township of Peaine voted 43 to 198 against. Michigan law requires a majority in each township counted separately, so the island-wide total was never the test the proposal had to meet.

The result

The Charlevoix County Clerk’s election summary report for Peaine Township gives the ballot question “Consolidate Peaine and St James Twp” as 43 yes to 198 no. Peaine cast 241 ballots against 330 registered voters, a turnout of 73.03%, and every one of those ballots carried a vote on the question.1 The St. James Township report gives 131 yes to 52 no, on 184 ballots cast against 312 registered voters, a turnout of 58.97%; 183 of the 184 ballots carried a vote on the question.2 Summed across the island that is 174 yes to 250 no, the figure forum participants reported in the days after the vote.

The island-wide sum had no legal effect. Under MCL 46.16c(4) the county board of commissioners approves a township consolidation by resolution only “if a majority of the electors voting on the question in each township counted separately approve” it, and subsection (6) provides that if the consolidation “is not approved by the electors in each township, the proceedings on the consolidation petition terminate.”3 St. James approved the question by better than five votes to two; Peaine rejected it by better than four to one. Either township could end the proposal by itself, and Peaine did.

The same ballot carried a resident seat on the coordinating committee in each township, the body the consolidation process would have used. Pamela Grassmick took the Peaine seat over Vicki Smith, 106 to 98; Linda McDonough was unopposed in St. James with 131 votes. Two school millage renewals also on the ballot passed in both townships.12

Evidence limits

This record establishes the existence of the public campaign and debate, and the township-level result of the ballot question. It does not treat campaign assertions as verified financial or legal facts, and it does not establish the official ballot language.

Open questions

  • The Charlevoix County Board of Canvassers’ canvass of this election, and the county board of commissioners’ disposition of the consolidation petition after the vote, have not been located. MCL 46.16c(3) assigns the canvass to the board of canvassers and the return of results to the board of commissioners.
  • Neither township report carries a canvass or certification statement on its face. Both were printed by the county clerk’s office on 10 May 2018, two days after the election.
  • Nothing held here records whether the coordinating committee elected on the same ballot was ever convened after the question failed.
