Summary

The St. James Township Public Works Committee is not a separately appointed board or commission but a standing agenda category of the Township Board’s own regular meetings, under which the sitting Trustees take up roads, harbor and marina work, the campground, zoning and dune permits, waste and invasive-species management, and utility easements. Approved minutes record it under that heading, or the fuller “Public Works, Health, and Safety,” continuously from August 2022 — the earliest occurrence in the held minutes — through December 2025. The longer label was not a brief 2024 variant: it is the heading the Board itself used at essentially every regular meeting from January 2023 through at least December 2024, a run of two years, before the shorter “Public Works Committee” label returned in 2025. A separately convened weekly working group, the “Public Works, Safety, and Health Committee,” also met at the Government Center in February and March 2024 to develop strategic-plan actions before returning them “to the Public Works Committee for further preparation.” Every action recorded under any of these headings is moved and voted by the Township Trustees themselves; no separate committee roster appears in any held record, unlike the Harbor, Parks and Recreation Committee and the Island Safety and Health Advisory Committee, both created with named members at the same November 2022 meeting.

History

The earliest held appearance of “Public Works Committee” as a Board agenda heading is the August 10, 2022 regular meeting, where the Board authorized a Block Grant Program contract to purchase an easement and land for Runway 27 at the Beaver Island Airport and approved new public-works permit forms. At a November 29, 2022 special meeting, under the same heading, the Board approved a harbor and parks-plan update and a $6,800 contract with Fleis and Vandenbrink for harbor planning — then, in the same session, separately established the Harbor, Parks and Recreation Committee and the Island Safety and Health Advisory Committee, each with named prospective members or represented bodies. No comparable founding resolution naming Public Works Committee members appears in any held record; the Committee’s business is conducted by the Board itself.

From January 2023 the Board’s regular-meeting agendas carried the item as “Public Works, Health, and Safety,” and used that label, or the “Committee” variant, at essentially every regular and several special meetings held through the rest of 2023 and all of 2024. Business recorded under it in 2023 included a proposal to share maintenance staff with Peaine Township (January), an FAA Airport Rescue Grant subgrant (February), reappointment to the Little Traverse Bay area’s ESA Board and a Transfer Station/Recycling Center evaluation contract (March), and, at a May 25 special meeting held under the shorter “Public Works:” heading, a Critical Sand Dune Area permit audit, discussion of selling township property to the Beaver Island District Library, and an update on Northern Michigan University research into historical sites on township land. Zoning and dune-permit work continued through the year — an ordinance amending critical-dune regulations and a golf-cart operating resolution in July, new Critical Sand Dune Area permit fees and an ordinance on sky lanterns and fireworks in August — and the Township Planning Commission’s 2023 Master Plan was accepted by the Board under the same heading in September.

The pattern continued through 2024. Items taken up as “Public Works, Health, and Safety” included park naming and a Gull Harbor Natural Area grant application (February), a capital-improvement-plan resolution and further park naming (March), updates from the Airport Commission, the Waste Management Committee, and the island’s affordable-housing task force, plus continued work on the Donegal Bay Bike Path project (June), a discussion of downtown rental-car parking rules and the bike path’s rising cost estimate, by then near $3.99 million (July), 2025 marina and campground rate schedules and a Great Lakes Fishery Trust grant application for a fishing pier (August), an EGLE Recycling Infrastructure Grant of up to $87,496 and a NEXTCYCLE Harvest Grant for a home-composting pilot, both for the Transfer Station (September), continued bike-path and Marina North dock-repair discussion (October), and a Marina North fuel-dock report and campground-host stipend (November). In December 2024 the Board, under the same heading, granted the Beaver Island Performing Arts Alliance permission to use a venue tent at Lighthouse Park for that year’s Baroque Festival, and reviewed several pending grants, including a Michigan Coastal Management Program planning grant toward a Harbor Master Plan and a shoreline-protection design grant for the Marine Museum developed jointly with the Beaver Island Historical Society.

By 2025 the shorter “Public Works Committee” heading had returned. Under “C. Public Works Committee,” 2025 minutes record a road and bike-path discussion in July; an invasive-species grant, a Michigan Economic Development Corporation grant for a solar trash compactor, a parking-lot survey contract, and campground expansion in August; further invasive- species reporting in September; a $40,000 temporary easement payment and gravel sale tied to the Peninsula Fiber Network undersea-cable project, Transfer Station equipment funding, and marina fans in October; a Marina North fuel-dock bottomland conveyance agreement with EGLE and a county- versus-township roads discussion in November; and Charlevoix County Road Commission contracts for gravel, Freesoil Road, and a jointly funded Maple Street paving project in December.

Evidence and limits

The held record establishes the Committee’s recurring appearance as a Board agenda category — under “Public Works Committee” in 2022, “Public Works, Health, and Safety” (or “Committee”) continuously from January 2023 through December 2024, and “Public Works Committee” again in 2025 — and a substantial run of dated infrastructure, zoning, and grant actions across that span. It does not establish a charter, an enabling resolution, delegated authority separate from the Board’s own, or a membership distinct from the Township Trustees. Retrieved minutes for January, June, and July 2022 do not carry the heading, so its first appearance is bounded to no earlier than August 2022 by the held record, not proven absent before it. The January 2024 strategic-action notes are working documents; they record proposed and tracked items, not confirmation that every plan was funded, permitted, built, or completed. This account of 2023–2024 draws on a representative sample of that period’s meetings, not every one; the underlying collection holds additional regular and special meetings under the same heading that were not individually read for this article. Significance

The Committee is the documented channel through which St. James Township’s elected Board conducts routine infrastructure, zoning, and grant business — road and bike-path contracts, harbor and marina work, Critical Sand Dune Area permitting, waste management, and utility easements — without a separately appointed membership, in contrast to several other island bodies the Board created in the same period with named appointees. Its December 2024 approval of a Lighthouse Park venue tent for the Beaver Island Performing Arts Alliance’s Baroque Festival illustrates how the same agenda category also handles routine facility-use permits for island cultural organizations, alongside larger infrastructure and grant business.
