Summary

In January 2024, St. James Public Works committee action-plan notes reported Township Board approval of a contract to arrange preliminary engineering for a proposed Donegal Bay Road bike-path extension. The notes set out a prospective 2025 grading and 2026 paving sequence. By June, Board minutes reported that the project was awaiting adjustments before a second round of preliminary engineering. In August 2025, the Board did not approve one considered Donegal Bay/Lakeshore road-work approach and identified Sunset Curve survey work as a terminal concern. The earlier St. James Township Trail Master Plan map, 2002 preserves a 2002 schematic proposal in the same broad planning area, not evidence that the later project shared an alignment or implementation history.

Evidence and limits

The held records establish reported Board authorization and subsequent project status. They do not establish the contract’s terms, a final alignment or cancellation, completed engineering/surveying, route/easements, funding, construction, public opening, or completion of the Master Plan bike-path recommendation.

  3. Records no Board interest in paving Donegal Bay and Lakeshore Roads for a shoulder-based bike-path portion; post-meeting notes say the Board did not approve that road work and identify a needed Sunset Curve survey for the bike-path terminal. It does not establish a final cancellation, survey completion, funding, construction, or opening.
