Summary
The April 2011 Beacon reports a 90-day review period after the NREC decommissioning. The May issue reports an April 15 Peaine Hall discussion with about 30 people, presentations about NREC’s 16 months of activity, public comments, and proposals for a new advisory organization. The June issue records the proposed advisory-only Natural Resources Steering Committee and planned follow-up meetings and legal review. The July issue reports that a draft resolution and by-laws had been distributed. The August issue reports that the unmodified resolution was unanimously approved after debate over whether former NREC members should be seated automatically, marking the reported creation of the successor NRESC. The September issue reports Pete Plastrik’s unanimous appointment as St. James’s representative and assigns NRESC the work of creating a new five-year Recreation Plan. The October issue reports that the successor committee held its first meeting on September 19 with 17 members, adopted bylaws, chose officers, formed an executive committee, and established an open-meeting schedule. DNR and MSU facilitators offered planning support, and the committee began work related to invasive species and the St. James Recreation Plan. An associated forum proposal for a migratory-bird survey and future birding festival was later canceled for May 20–21, 2011; it should not be counted as a completed festival or survey. Forum notices corroborate the April public-input stage and preserve participant context about the February natural-resources discussion, but the argumentative replies are not treated as representative public opinion. In November, DNR staff and MSU facilitators discussed a year-long to eighteen-month Natural Resources Management Plan process, including interviews and public meetings, with the town boards retaining final authority.

The Beacon reports the successor resolution, first meeting, and planned committee structure but does not provide the final by-laws, complete officer list, or evidence that the proposed management and recreation plans were completed.
