Summary
Betty (Culter) Welke (17 October 1928 – 27 March 2008), born in Portland, Indiana, moved to Beaver Island with her husband William “Bill” Welke in the late 1960s. Over the following four decades the Beaver Beacon documents her as the administrative center of the family’s aviation business — first Welke Aviation, then Island Airways — as an officer of the Beaver Island Medical Center Auxiliary and Civic Association, as Peaine Township clerk and then trustee for about a decade, and as the island’s National Weather Service observer for roughly twenty-five years, from about 1977 until her 2002 retirement.
History
Arrival and family businesses, 1969–1989
Bill Welke had first visited Beaver Island in 1934, at age 12, and made regular hunting trips from 1944 on; when a close family friend decided to sell her farm, Bill and Betty bought it and moved to the island permanently in 1969, with their children — Anne then in second grade, Mark in ninth, and Carl in seventh, while their oldest son Paul was at the University of Detroit. The family started several businesses after arriving, including excavating, well-drilling, and sawmilling, before the May–June 1975 Beacon reported that Welke Aviation, Inc. had received its FAA operating certificate, with Betty named secretary-treasurer. Her son Paul Welke’s 2008 tribute column describes her role in the business in practical terms: from 1975 she handled flight and staff scheduling, accounts receivable and payable, and for nearly twenty years met almost every flight to help load, unload, and turn the aircraft around — all conducted from her kitchen table, with a pencil flight-schedule notebook and a rule that the Charlevoix crew call in every change. The business became Island Airways in the early 1980s; the Welkes merged with main competitor Joe McPhillips in 1983, and in January 1989 Bill and Betty, together with their son Paul and his wife Ellen, completed the purchase of the other half of the company from Eric Hodgson of Charlevoix. It was not until the mid-1990s, once the Welke Airport terminal was staffed, that she began to take time off from meeting flights.
Medical Auxiliary, Civic Association, and township office
Welke was elected president of the Beaver Island Medical Center Auxiliary on 12 November 1970 and was re-elected the following year; the Civic Association elected her Commerce Chairman in January 1971 and treasurer in 1972, offices she held concurrently with the Auxiliary presidency. The same January 1971 issue carries her own bylined article announcing the “Beaver Island Kids Start Flying Club,” a 15-member teenage aviation club meeting weekly at the school under her husband’s instruction, whose members included her own sons Mark and Carl. By April 1973 she was Peaine Township Clerk, a post the Beacon still recorded her holding in March 1974. In May 1986 the township board appointed her to fill a trustee vacancy; she was elected to the seat in 1988, 1990, and again in a three-way race in 1992 (41 votes to the winning 56 and 33), and served on the township Planning Commission from November 1995 before resigning as trustee effective 1 January 1996.
Weather observer, circa 1977–2002
Held Beacon issues print a monthly Betty Welke weather column from October 1985, but a February 2002 retirement notice describes twenty-five years of continuous service as the island’s National Weather Service cooperative observer, missing only “a couple of months from illness, and a couple more to travel” — placing her start at approximately 1977, roughly eight years before the Beacon began reprinting her monthly figures as a regular feature. The retirement notice calls her the paper’s “wonderful Weather Lady for the first time in 300 months.”
Death
Betty Welke died 27 March 2008 at Holly Convalescent Center; a brief April 2008 notice promised a full obituary, which ran in May. It gives her birth in Portland, Indiana, to Pauline and Lee Culter, her 1946 graduation from Walled Lake High School, and her marriage to Bill Welke on 28 December 1946. She was predeceased by Bill (1922–2002) and survived by her brother Richard and five children — Jean (Kinsley), Paul, Mark, Carl, and Anne (McPhilips) — and their spouses. The obituary names her Cessna 195, “Yellow Bird,” and the rabbit pens at Welke Airport, known to island children as the “Hareport.” A memorial service was held 7 April 2008 at Holy Cross Catholic Church.
Significance
Across more than thirty years of Beacon notices, Welke is documented simultaneously in three roles rarely combined in one island record: the administrative backbone of the island’s air-charter service through two corporate identities, an elected township officeholder for roughly a decade, and the sole named source for the newspaper’s weather column for about twenty-five years. Her son’s 2008 tribute frames her aviation work as inseparable from the business’s daily operation; the paper’s own retirement notice frames her weather-observer role the same way.
Evidence and limits
Most claims trace to Beaver Beacon officer listings, township-board minutes excerpts, and business notices, none of which is an independent civil or corporate record. The May 2008 obituary is the fullest single source and is treated as authoritative for birth, marriage, and family detail; it is a family-supplied newspaper obituary, not a vital record, and is not independently corroborated here beyond the consistent birth/death years in the Beaver Island Historical Society’s Holy Cross Cemetery index and the Island Airways company history. The obituary spells her father’s surname “Culter,” matching the cemetery index; a separate 1988 Beacon obituary for him instead prints “Milton Lee Cutler” — this article does not resolve which spelling is correct.
