Beaver Island’s tourism economy appears in the sources held here as a sequence of narrow, single-purpose institutions rather than one continuous industry: a 1950 Association of Commerce booking hunters’ lodging, a Game Club winning a 1951 national conservation award before an audience that included a regional tourist association, a Civic Association printing brochures and staffing a summer information desk through the 1960s and 1970s, and a Chamber of Commerce, not founded until 1988, that still frames its own festivals as an effort to lengthen a short season. Every visitor arrived by one of two routes – the Charlevoix ferry, run by a company incorporated in the mid-1950s and rebought by island shareholders in 1984, or the island airport, which grew from harbor-ice landings in the 1920s to an annual Fly-In and a 1975 air-taxi certificate. Lodging in the held record is a scatter of single-attestation businesses – a 1941 hotel, a 1945 tavern, a 1960 tourist court, cabins, marinas – rather than a counted inventory, and hunting and fishing visitors recur across the earliest sources held here, well before the modern festival calendar existed.
The clearest measure of tourism’s present weight is not a visitor count, which no source here supplies for any period, but the island’s housing stock: 944 dwellings for 525 year-round residents in 2020, with 598 of the vacant units seasonal. The island’s 2023 Master Plan calls tourism “the backbone of the Island’s economy” and traces that condition to the 1970s, after decades of population loss following the collapse of commercial fishing and lumbering (see Commercial fishing and Lumbering). That same plan’s claim that organized tourism promotion began in the late 1800s, with cottages sold to Chicago and Midwestern families in the early 1900s, is recorded here as the plan’s own historical narrative – it is not traced to any period source held here, and should be read with that caution. More broadly, several of this survey’s sources are themselves promotional – a chamber’s self-report, a resort’s advertising, a planning document written to support its own recommendations – and their adjectives are attributed throughout rather than adopted. What the held record establishes firmly is narrower than “Beaver Island has always been a tourist destination”: it is that, from at least 1950, a series of island organizations have treated attracting and housing summer visitors as a problem requiring deliberate, repeated institutional effort, and that the island’s housing stock now reflects the scale of that effort more clearly than any surviving visitor count does.
The November 2019 forum adds two different travel signals: a couple sought a paid ride to the boat dock because Beaver Island Transit was not running on a particular Saturday, and a press-release-style post described the Great Lakes Islands Alliance’’s regional summit and its island-policy topics. Neither establishes a complete transit schedule, attendance independently, or policy outcomes.1 The December 2019 forum adds a winter travel-coordination example rather than a visitor count: one traveler sought a ride downstate around Christmas and a reply pointed to daily Trailways departures from the Charlevoix boat dock. It shows how residents used the forum to bridge island travel and mainland ground transport, but does not establish that the ride occurred or that the linked schedule remained current.2
History
The earliest island-based body found organizing around tourism is the Beaver Island Association of Commerce, named in an October 1950 Charlevoix County Herald report on a strong perch run at St. James Harbor and the reopening of a bird-hunting season after “many years.” The article names Archie Lafreniere as the association’s secretary and states that reservations for island accommodations could be made through it, and it describes access by the daily Motorship North Shore ferry from Charlevoix or by McPhillips flying service, with cars carried on the boat.3 That same season, hunting visitors were part of the draw: the report announces a first bird-hunting season “in many years,” with introduced sharp-tail grouse and planned Conservation Department surveys, and it names a visiting game-division biologist expected to study the results.3
A year later, a second organization appears in the same role. The Herald of 9 November 1951 announces that the Beaver Island Game Club would receive a National Conservation Award from Outdoor Life magazine for its wildlife-stocking program, dated from a 1922 pheasant release, and names executives of the West Michigan Tourist and Resort Association among those expected at the ceremony.4 Neither the association nor the regional tourist body left further trace in the sources held here beyond these two notices, but together they establish that by 1950-51 Beaver Island already had a locally organized tourism apparatus and a documented link to a regional promotional network built around hunting and conservation.
The ferry as the visitor’s only route
Every visitor arrived by the same narrow channel: boat or plane. Before the 1950s the Charlevoix-Beaver Island run was worked by a series of independently owned vessels dating to 1895, and a short-lived Beaver Island Transit Company operated the Marold II until it exploded during a 1937 salvage operation, killing its head, Everett Cole, and four others.5 The modern Beaver Island Boat Company was incorporated in the mid-1950s and put the Emerald Isle into service in April 1955 – the first vessel, according to the company’s own record, built specifically for the run.6 A November 1964 Beacon item shows the ferry’s role in the resort trade directly: Beaver Lodge Management thanked the company and its president, Karl Erber, for cooperation “during the preceding resort season,” and the company itself reported hauling 96 deer off the island for hunters in the fall of 1975.6 The larger Beaver Islander replaced the Emerald Isle in 1962, and when the company passed to outside ownership in the early 1980s, a committee of island businessmen organized a 1984 buyback that returned it to several hundred island-connected shareholders.6 No held source measures passenger counts for any period, so the ferry’s role in the visitor economy is inferred from its schedule, its repeated appearance in tourism-adjacent records, and its status as the only regular vehicle link to the mainland, not from a ridership figure.
Air access and the Fly-In
Air travel to the island began on harbor ice rather than a dedicated field: an Army plane landed there in 1923, and a 1926 mail flight from Chicago landed on the ice after the winter route to Cross Village broke.7 By June 1951 the Herald described a developed airport five miles south of St. James, with two graded runways, cleared approaches and both scheduled and private-plane service to Charlevoix.7 The field became a visitor destination in its own right through an annual fly-in: the July 1961 Beacon records the “Fourth Annual Dawn Patrol,” which drew 78 pilots that year against a reported 350 at the 1958 event.7 In 1968 trees were cleared from the runway ends specifically so a DC-6 chartered by a land-sales company could land and fly prospective buyers to the island – direct evidence that air access was being used to sell second homes, not only to move mail and passengers.7 From 1975, Welke Aviation, Inc. held an FAA air-taxi and charter certificate based at what the Beacon called “the Welke Airport on the Island,” and a Cessna Citation business jet landed there in 1983, described as one of the few, if not the only, jet ever to reach the island.78 The Game Club cooked a charcoal-broiled whitefish dinner for roughly 450 visiting pilots at the October 1974 Fly-In, and later fly-ins drew comparable crowds and whitefish-dinner counts through 1976.9
Hotels, tourist courts, and cabins
Lodging in the held record is fragmentary – a scatter of named businesses attested once or twice, not a continuous inventory. The King Strang Hotel at St. James hosted a 1941 county-agents conference and was described then as “long noted for its food”; it later served as the first headquarters of the Beaver Island Yacht Club, formed in August 1960 by yachtsmen aboard the Sabre and the Gypsy and reporting 56 charter members and an affiliation with the Lake Michigan Yachting Association by 1962.1011 The Shamrock Inn, a combination tavern and social center run by bartender-proprietor Richard LaFrangiere, is attested from a 1945 feature and a 1961 report of a well-attended New Year’s Eve party.12 The Isle Haven Tourist Court appears in a February 1960 Beacon item describing two new deluxe units under construction and winter guests who fished, hunted and took a sleigh ride – evidence that the island’s tourist season was not understood as purely a summer one even at a small lodging business.13 Cloud Nine Cabins, formerly McDonough’s Cabins, is attested only through a January 1971 report of a single cabin’s fire loss, and Oak Woods Lodge appears solely in a 2010 assumed-name business filing, with no held source connecting it to an earlier operation.1415
Marinas served the boating visitor separately from the scheduled ferry. Beaver Haven Marina advertised a seasonal mechanic in the summer of 1974, and a business called Beaver Island Marina is attested from a 2001 advertisement and 2003-04 community reports, with no held source establishing either operator’s full history.16 The Port of St. James Association, by its own account, formed in the late 1960s as a summer-residential subdivision association and by 2026 covered slightly more than 1,000 properties with shared beaches, a pavilion, a campground and protective covenants – the largest single body of summer-only residential development on record here, though the claim is the association’s own and not independently audited here.17
Tourist retail also appears in the record, if only briefly. Beaver Gems was a summer shop selling articles made from driftwood and material salvaged from shipwrecks, operated by Robert Gillespie with Gail Gatliff tending it during the day in 1973; a February 1976 fire damaged the workshop and Gillespie’s living quarters.18 No held source connects it to the “Beaver Gems Open,” a golf tournament run by the Beaver Lodge Golf Club the same summer – the shared name may or may not be a sponsorship, and this article does not assume one.
Hunting, fishing, and the Game Club
Hunting and fishing visitors recur across the earliest tourism-adjacent sources held here. The 1950 perch-and-bird report and the Game Club’s 1922-dated stocking program both frame the island’s wildlife as a managed draw rather than an incidental resource: the club distributed mineral blocks, marked deer trails, ran an annual Hunters’ Dinner that fed between 90 and 160 people across the years it is documented, and by the mid-1980s petitioned the state alongside the Civic Association, the Boat Company and the fire department over a vacant state wildlife-representative post.9 The Beaver Lodge Golf Club extended the same seasonal-recreation pattern to golf: a March 1972 notice describes a planned driving range, and the club ran named summer tournaments – the Beaver Gems Open and the Beachcomber Open – with a dining room open for the season and a request that snowmobilers stay off the greens in winter.19
Promotion: from a commerce committee to the Chamber
For three decades the island had no chamber of commerce as such. In June 1955 Lloyd McDonough corrected a mainland wire report that had named him secretary of one: “We have only a Commerce Committee,” a committee inside the Civic Association.20 That association – the island’s general-purpose civic body from 1953 to 1988 – ran the summer tourist information office in the Historical museum, answered tourist mail, and by March 1975 had bought its own printing equipment to produce a tri-fold island brochure distributed with boat schedules and through mainland chambers of commerce, roadside information centers, restaurants, gas stations and airports.20 Two short-lived business groups tried the same work in the mid-1970s: a Business Men’s Association “still in its infancy” in April 1974 sought a restaurant for St. James, and a separate Business Association formed in February 1975, meeting monthly at the Circle M with $10 dues and an open invitation to owners who were not year-round residents.2122 Neither is shown by any held source to have continued past its founding notice.
The Beaver Island Chamber of Commerce itself was not formed until 1988, replacing the Civic Association and inheriting its Fourth of July carnival.23 Its own stated aims make the economic logic explicit: a November 2009 letter from Chamber president Kathy Speck and executive director Steve West discusses “extending the Beaver Island visit,” and the Beacon’s coverage of the Chamber’s 2002 Bite of Beaver food event quotes the paper’s own assessment that it “made money” and was “one more step in broadening the season” – the clearest statement found of the problem every tourism body from 1950 onward was trying to solve: an island economy dependent on a short season.23 By 2025 the Chamber described itself as a Michigan 501(c)(6) nonprofit with “ninety-nine percent of Island businesses” participating, a figure it reports about itself and that has not been independently verified.23
Summer residents and the seasonal economy
The clearest quantitative evidence of tourism’s weight on the island is not a visitor count – none is held here for any period – but the housing record. By 2020, Beaver Island counted 944 housing units against 525 year-round residents, with 598 of the vacant units classed as vacant specifically “for seasonal, recreational or occasional use.”24 The island’s 2023 Master Plan states plainly that “tourism is the backbone of the Island’s economy” and that about 70% of housing units were used seasonally in 2021, up from 63% in 2000; it also reports roughly 300 short-term rental properties, of which only 18 operate year-round, and describes summer weekends – especially around the Fourth of July or a large wedding – as leaving the island’s small stock of motels and bed-and-breakfasts full.25 The same plan attributes seasonal joblessness partly to tourism itself: island business leaders told the plan’s authors that “the tourism and service industries are unable to offer many full-time, year-round positions,” one of several explanations offered for rising unemployment alongside a slowdown in construction after 2009 and a rise in retirees.25 The reverse side of that abundance of vacation housing is a shortage of year-round housing: a 2023 commissioned housing market analysis studied demand for affordable rental, workforce and market-rate housing for permanent residents, explicitly excluding second and vacation homes from its scope – evidence that the same seasonal housing stock driving the tourism economy is treated locally as a separate problem from housing the people who work in it.26
The Master Plan also supplies the island’s own historical narrative for how this came about, and it should be read as exactly that – a 2023 township planning document’s account, not a claim traced here to a period source: “Tourism began in earnest on Beaver Island in the late 1800s, when local merchants began promoting the Island as a pristine yet rustic destination. Vacation cottages were built in the early 1900s and sold to families from Chicago and other Midwestern cities.”25 The plan goes on to say that after Garden Island’s last resident died in the 1940s and the outer islands emptied, Beaver Island “struggled to maintain population until the 1970s, when tourism emerged as the economic anchor of the community, and a new generation of cottages and vacation homes were built.”25 That framing matches an independent local source: a May 1972 Beacon obituary for Lloyd McDonough recalls the island’s own movement “from peak fishing and farming, through population loss and mainland departures, toward tourism,” without giving dates or figures of its own.24 Neither source is a measured economic series; both agree only on direction. For a county-wide (not island-specific) seasonal-population comparison, the plan cites a 2022 Charlevoix County study finding a 72% summer rise in population, from a 34,603 winter total to a 59,533 summer one, and states explicitly that no equivalent figure exists for Beaver Island alone – “it can be assumed that a similar fluctuation … occurs,” which is the plan’s stated assumption, not a count.25
A caution on the sources themselves
Several of the sources behind this survey are themselves promotional material, and that shapes what they can be trusted to say. The Chamber of Commerce’s own account of its founding, membership and events is exactly that – an interested party’s account – and its adjectives (“a hit,” “very well attended”) are recorded here as the Chamber’s or the Beacon’s characterization, not as independently established fact. The 2023 Master Plan is a planning document written to build public support for its own recommendations, and its historical claims about the 1800s and early 1900s are not traced to any period source held here; they are attributed to the plan throughout this article rather than adopted as established history. Where a business’s own advertising or a chamber’s self-report is the only source (Isle Haven’s guests, the Chamber’s “ninety-nine percent” membership figure), that is stated plainly rather than restated as an adjective of the article’s own.
This survey rests on scattered Beaver Beacon and Charlevoix County Herald notices from 1950 through the 1980s, a handful of organization hub articles that synthesize deeper Beacon runs, and one 2023 planning document. It is not built from tourism-specific statistics: no visitor count, hotel-occupancy series, or passenger-count for the ferry or airport survives in anything held here for any period before the 2023 Master Plan’s Census-derived housing figures. Many named businesses – the Isle Haven Tourist Court, Oak Woods Lodge, Beaver Haven Marina, Cloud Nine Cabins – are attested by a single notice each, with no held source establishing their full operating dates, ownership, or continuity with any later or earlier business of a similar name. The 1950-51 tourism-promotion bodies (the Association of Commerce, the West Michigan Tourist and Resort Association) left no further trace beyond their founding-era notices. The Beaver Beacon run itself has a hole from May 2011 to December 2023, so this survey says nothing about tourism in those years beyond what the 2023 Master Plan states about current conditions. The festival calendar that tourism promotion increasingly built around from 2002 onward – Bite of Beaver, Baroque on Beaver, the Beaver Island Music Festival, the Emerald Isle Irish Féile – is covered in detail in Festivals and public celebration and is only summarized here for its stated economic motive.
