Fire response and emergency medical service

The Beaver Island Volunteer Fire Department is documented in the Beaver Beacon from January 1961, already answering structure and grass fires; no source found for that article, or searched again here, establishes a founding date. Through the 1960s-80s its trucks and station were paid for jointly by Peaine and St. James Townships, supplemented from 1981 by a Fire Department Auxiliary’s dinners, raffles, Bingo, and resale shop. That structure — two townships funding equipment and a construction project, a volunteer auxiliary raising the rest — recurs across nearly every service described below.

The department’s move into medicine came from need rather than plan. By August 1986 it had bought a used 1979 ambulance and trained seven EMTs, with the Medical Center paying roughly $1,800 of the initial equipment; the Beacon reported the new Emergency Medical Service division and a state-licensure process getting underway. A December 1986 EMS report counted five active EMTs on a seven-day rotation, a ten-person training class, and a proposed $25 annual family-contribution plan pending state ambulance licensure. That licensure came through by July 1988, when the Beacon also publicized a single emergency number, 2319, ringing at eight locations for fire, EMS, ambulance, and sheriff calls together — one number reaching every uniformed service on the island. By October 1990 EMS reported 28 runs and transfers for the year, exceeding a 1988 record of 24, AED certification, four new licensed attendants, extrication training, expanded Charlevoix Medical Control privileges, a 100-watt HEARN radio linking island and hospital communications, and early planning toward 911 service and nonprofit status.

That growth eventually produced a body separate from the Fire Department: the Beaver Island Emergency Services Authority (BIESA), attested in 2023-2026 township records as a joint St. James-Peaine authority with its own board appointees and budget. In May 2023 St. James authorized its Supervisor to apply for a Grand Traverse Band grant for an EMS cardiac heart monitor; in May 2026 Peaine adopted ballot language for a three-year EMS-millage renewal to fund BIESA through 2026-2028. Neither record establishes that the grant was awarded, the monitor delivered, or the millage approved by voters — but together they show the mid-1980s ambulance program still funded by a dedicated public authority forty years later, a continuity the underlying township records make more legible than any single newspaper notice could.

The March 29–30, 2025 ice storm exposed the same service pressures under a modern emergency. A Peaine Township year-end account reports that some south-end residents went without power or water for up to twelve days, and says the Emergency Services Authority was revising major-incident procedures in response. The account also describes continuing debris and road hazards; it is a township report of impacts and lessons, not a complete island-wide damage assessment.

The forum preserves a later community acknowledgment of that service. During EMS Week in May 2026, a participant publicly thanked the island’s EMS personnel, paramedics, EMTs, and first responders, adding that he had needed their help more than once. This is evidence of public appreciation and one resident’s experience, not an official account of staffing, workload, or performance.1

The forum also records a successful community lost-property recovery in June 2026: a hearing aid reported missing near the Beaver Island Community Center and Beachcomber porch was later found under a Main Street park bench, with the poster thanking the people who helped search. This is evidence of informal community coordination, not a medical-service or accessibility record. 2

An earlier February 2020 notice placed a brown coat on a tree along Sloptown Road and asked whether its owner had lost it. The notice is useful evidence of the forum’s informal lost-property routing and of the named road as a local reference point, but it does not establish recovery or ownership.3

The same informal network carried a December 2019 loose-dog notice: a tan, collarless dog was reported heading south near the Donegal Bay Road/Gull Road junction. The bounded location is useful, but the archived topic does not say whether the owner or dog was found.4

In November 2019, residents also used the forum to search for a cooler and vest lost along a multi-road route and to circulate a missing-dog notice that was later marked found. The first remains an uncertain recovery; the second is a reported successful search. Neither is an official lost-and-found, animal- control, or incident record.5

Medical evacuation by air and water

Before the townships owned an aircraft, the Medical Center’s own account of its capabilities — administrator Joseph W. Christie’s signed report in the November 1971 Beacon — describes the standing evacuation arrangement plainly: daytime transport by air ambulance, nighttime use of the Coast Guard helicopter from Traverse City. A February 1974 Beacon report puts a number on the strain that arrangement carried: five emergencies in the preceding twelve months had required Coast Guard helicopter evacuation, prompting St. James Township Supervisor Jim Janda to locate a surplus de Havilland Beaver aircraft for $1,600, approved by the Charlevoix County Board over a local charter service’s objection.

Seven operating rules, signed by both townships’ clerks, restricted the resulting aircraft — based at the Township Airport and later named “The Beaver” — chiefly to no-fee medical evacuation, with search-and-rescue and paid sheriff or political-subdivision use as secondary purposes. It flew its first two flights within a week of entering service in June 1974: one on June 18 and a second on June 24. Two more followed that August. The airport article, which this survey does not restate, documents the aircraft, its hangar, and its pilots in full; what belongs here is the pattern the numbers show — a five-emergencies-a-year burden on an off-island helicopter is what built a dedicated island aircraft, and the aircraft in turn ran chiefly as a medical service, not a general utility. The Beaver Island Civic Association, which the medical center’s own history traces to a reported January 1953 organizing drive, sits behind both the Medical Center’s founding and the townships’ airport spending; this survey treats that continuity as established by the Medical Center and airport hub articles and does not re-derive it here.

Coast Guard and search and rescue

A federal life-saving presence on Beaver Island predates the Fire Department and Medical Center by nearly a century. The Beaver Island Life-Saving Station, sited at Whiskey Point, served the Twelfth District (Lake Michigan) from the 1870s and later passed to the US Coast Guard; that article’s own open questions leave the transition date and the station’s ultimate closing (1922 by one federal reading, 1958 by another) unresolved, and this survey does not attempt to settle them. What the Beacon documents directly, decade after decade, is a seasonal Coast Guard presence: Coast Guardsmen arriving May 4, 1962 to open the station for the navigation season is one dated example among several similar openings and closings recorded here.

That seasonal pattern was not guaranteed. In November 1965 a Beaver Island delegation flew to Charlevoix to meet Coast Guard admirals and a congressman during an inspection visit, seeking a longer operating season and a permanent station; officials reportedly described a possible permanent station within seven years and a larger crew, a plan no later held source confirms was built. In April 1973 the Beacon reported the Coast Guard would not operate the island sub-station that summer, dividing its duties between Charlevoix and St. Ignace with aerial support from Traverse City — a planned one-season cutback, by the article’s own account, rather than a proven permanent closure — and the same report anticipated increased reliance on local sheriffs and other law-enforcement agencies to cover the gap, a direct link between the two services surveyed here.

Rescue calls documented in the Beacon range from the routine to the singular. In October 1964 the Coast Guard assisted two hunters stranded on High Island for two days after rough seas prevented their planned pickup. In April 1973 a Coast Guard helicopter landed near Cheyenne Point after a stranded couple wrote “Help!” in the sand — an episode recorded in a humorous local column, not an official incident report, and treated here with that caveat.

Law enforcement

Charlevoix County’s sheriff’s department kept a resident deputy on the island from at least 1970, when supervisors appropriated funds for a full-time uniformed deputy and selected William Welke, naming Phil Gregg and John “Bing” McCafferty as special deputies. By January 1973 the Beacon reported Welke’s appointment changed from a three-month full-time summer and part-time off-season arrangement to year-round duty. New sheriffs introduced themselves to the island directly: George Lasater met islanders at a March 1977 meeting, and Jim Owens, formerly of the Battle Creek Police Department, was introduced as the island’s new deputy in October 1988. A January 1991 report on County funding for a full-time position describes the scope of the job Owens had been doing part time — a 24-hour island workload spanning marine incidents, DNR matters, Coast Guard coordination, animal control, and general community calls — before the County committed to funding it as full-time from January 1, 1991.

Power, water, and roads

The island’s power supply moved from local generation toward a mainland connection during the same period the fire and EMS services were professionalizing. A June 1971 Beacon report describes a nearly complete 26-mile submarine cable, laid by Luedtke Engineering from Cross Village to the island’s diesel generator plant, intended to make the existing plant an emergency-only backup rather than the primary source. The cable’s vulnerability showed within a decade: a reported December 13, 1982 failure, attributed to a tug searching for a lost tow, put the island on emergency generators with repairs deferred until spring; divers restored cable service by late June 1983, only for the Beacon‘s September follow-up to report the restoration was short-lived and the island back on generator power while the cause was investigated. A 1988 report on a $6.2 million Rural Electrification Administration loan to the island’s provider, Top O’ Michigan Electric, held out the possibility of further island work without confirming any specific project.

Water and roads left a thinner paper trail in the sources searched for this survey. A July 1977 press release from District Health Department 3 announced a survey of public water systems across four counties, including Beaver Island, under the Federal Safe Drinking Water Act — a regulatory notice, not a survey result or a record of any island system’s condition. Road maintenance appears mainly through the county-level Road Commission: an August 1960 notice records the Commission delivering a rubber-wheeled tractor for winter snow-plowing, and a May 1988 report describes a Commission meeting on the island about probable federal funding to grade and resurface Kings Highway, with Main Street, Donegal Bay Road, and the Christian Church road also discussed as possible work.

Mail and the library

The Saint James Post Office is the oldest documented public service on the island: a chronology reprinted in the July 1973 Beacon traces an office established January 13, 1849, renamed Saint James in 1854, discontinued and re-established in 1868, and moved into Charlevoix County in 1895, with a twentieth-century postmaster succession from William W. Boyle (1923-1939) through Frank J. Nackerman (1939-1973) to Mary C. Minor.

A public library took far longer to reach the island than mail service, and the record shows several false starts before it did. In August 1959 Dr. Ivan Walton of Ann Arbor donated about 250 University of Michigan books and asked islanders to provide a space; no library existed to receive them. An October 1985 editorial argued the island needed a library and noted that no organized movement toward one was then known. The turning point came through the same joint-township mechanism that funded fire and EMS: after Beaver Island lost State Library services on July 1, 1977 under new regulations — a loss the Beacon reported alongside a proposal for a joint library-district resolution and a qualified librarian, with an October 15 deadline to requalify — St. James Township accepted the concept of a Beaver Island Library District on August 6, 1986 and appointed four trustees; by November both townships had joined to form the District Library, providing space in the Township building and starting volunteer cataloging and circulation. The District Library dedicated a new building on September 3, 1989.

An isolated March 2020 forum referral records a later healthcare transition: a resident said orthopedic surgeon Dan Wilcox had left the Bay Street group, opened a practice in St. Ignace, and was accepting patients through Mackinac Straits Health System. This is useful evidence of a resident-facing referral and off-island care pathway, but it is not a medical-directory, licensing, or health-system record.6

Evidence and limits

This survey rests almost entirely on Beaver Beacon newspaper notices, meeting reports, and reprinted chronologies, supplemented by approved township board minutes for 2023-2026 EMS and airport actions. It is not built from department rosters, licensing files, dispatch logs, utility engineering records, or audited accounts, and none of the underlying hub articles claim to be. Several threads end where the record does: no source read here documents the Fire Department’s founding, the Coast Guard station’s precise open/close dates in most years, whether the 1965 permanent-station plan was ever funded, or a resolution to the water-system survey. Reported patient and casualty details in the underlying event articles for individual medical-evacuation flights are not repeated here; this survey names the institutions and the service pattern, not the people they treated.

Open questions

  • No source found for this survey, or for Beaver Island Volunteer Fire Department itself, establishes when or how the Fire Department was organized.
  • Was the Coast Guard’s 1965 permanent-station plan ever funded or built, and when precisely did the station’s seasonal operating window change over the decades the record records?
  • What resolved the 1973 sub-station cutback — did full seasonal Coast Guard coverage return, and on what schedule?
  • Did the 1977 public-water-systems survey produce findings for any island system, and where are they held?
  • What happened to island electric service between the 1988 REA loan announcement and the cable’s eventual retirement or replacement, if any?
  • What EMS millage history precedes the 2026 renewal resolution, and did Peaine voters approve it?

Summary

Beaver Island’s public services grew almost entirely through joint action by St. James and Peaine Townships, layered onto a much older federal presence. The Saint James Post Office, established in 1849, is the oldest documented service. Federal life-saving and Coast Guard coverage followed from the 1870s, seasonal by the twentieth century and twice threatened with reduction — a 1965 push for a permanent station and a 1973 summer cutback both left the record without a clean resolution. The Volunteer Fire Department, active by January 1961 with no recorded founding date, was funded jointly by the two townships and, from 1981, by its own Auxiliary; it absorbed emergency medical response in the mid-1980s, buying an ambulance and training EMTs, and that program matured into a dedicated Emergency Services Authority still drawing millage support in 2026. Medical evacuation — described by the Medical Center’s own 1971 account as daytime air ambulance and nighttime Coast Guard helicopter — became frequent enough by 1974 that the townships bought a dedicated aircraft, restricted by joint rule chiefly to no-fee medical flights. A resident sheriff’s deputy served the island from at least 1970, moving from a summer-only to a year-round position by 1973 and to a fully county-funded post by 1991. Electric power shifted from island-based diesel generation to a mainland submarine cable around 1971, a connection that failed at least twice in the early 1980s and left the island on emergency generators each time. Road maintenance ran through the county Road Commission, water-system oversight through the regional health department, and a public library — despite a 1959 book donation and a 1985 call for one — did not exist as an institution until the two townships formed a joint Library District in 1986, dedicating a building in 1989. Across every service, the same shape recurs: two townships sharing cost and governance, state or federal programs setting the terms of eligibility, and volunteer fundraising filling the gap between what a small island tax base could pay and what a full-time public service required.
